BEFORE THE ARKANSAS WORKERS' COMPENSATION COMMISSION CLAIM NO. H404010 RICKY W. COOPER, EMPLOYEE CLAIMANT ATLAS ASPHALT, INC., EMPLOYER RESPONDENT BITCO GENERAL INSURANCE CORP., INSURANCE CARRIER/TPA RESPONDENT OPINION FILED NOVEMBER 7, 2025 Upon review before the FULL COMMISSION in Little Rock, Pulaski County, Arkansas. Claimant represented by the HONORABLE GARY DAVIS, Attorney at Law, Little Rock, Arkansas. Respondents represented by the HONORABLE MICHAEL E. RYBURN, Attorney at Law, Little Rock, Arkansas. ORDER The claimant moves to file a belated brief. The Full Commission grants the motion. An administrative law judge filed an opinion on July 22, 2025. The administrative law judge found that the claimant failed to prove an employment relationship existed on the date of an alleged compensable injury resulting from a motor vehicle accident. The claimant filed a timely notice of appeal to the Full Commission, and the Clerk of the Commission established a briefing schedule.

COOPER - H404010 2 The claimant now moves to file a belated brief and states that counsel for the respondents does not object. Therefore, we direct the Clerk of the Commission to establish a final briefing schedule. IT IS SO ORDERED. ___________________________________ SCOTTY DALE DOUTHIT, Chairman ___________________________________ M. SCOTT WILLHITE, Commissioner ___________________________________ MICHAEL R.
